Montenegro
Montenegro launched its Citizenship by Investment Program in 2019, as part of the country’s ongoing efforts to attract foreign direct investment and boost economic activity, Montenegro offers an affordable and reasonable citizenship choice for investors. The program is genuinely fast, and residency requires only three weeks while citizenship is granted within 5-6 months. However, despite being geographically located in Europe, Montenegro is not a member of the EU. Although it is working hard to meet the EU’s criteria for accession, it is expected to happen until at least 2025.
